Executive Overview

NAMFREL has served as the accredited citizen watchdog for Philippine elections. Macoy volunteered across two critical technological junctures: modernizing precinct tabulation through mobile SMS in 2004, and introducing GIS geomapping in 2016 to verify geographic tally integrity.

The Challenge

In 2004, absorbing massive bursts of incoming SMS traffic sent by thousands of remote voting precincts across the country without dropping messages or overwhelming a single database server—years before modern cloud message queues existed. In 2016, rapidly identifying regional anomalies and validating election returns against physical precinct boundaries.

The Solution & Architecture

In 2004, designed a distributed multi-server architecture: direct telco SMPP binds fed into Kannel SMS gateways, which dispatched incoming messages into worker nodes via asynchronous job queueing coordinated by Jabber (XMPP) messaging protocol, before persisting verified tallies into MySQL. In 2016, applied GIS spatial analytics and interactive geomapping to track precinct returns in real time and open-source the dataset on GitHub.

Key Technical & Operational Highlights

2004 National Elections: Architected a distributed multi-server processing cluster to accommodate high-volume incoming SMS traffic from nationwide poll watchers
Implemented asynchronous job queueing to prevent message loss and decouple SMS ingress from database persistence
Integrated Jabber (XMPP) inter-server messaging protocol for distributed coordination and real-time worker communication across server nodes
Connected direct telecommunications SMPP binds into Kannel WAP/SMS gateway backed by Linux, Apache, PHP, and MySQL
2016 National Elections: Deployed GIS geomapping dashboards to present incoming election data and spatially validate the credibility of the count
Extracted and open-sourced the complete 2016 Philippine election returns dataset on GitHub to facilitate independent civil society audits

Impact & Outcomes

Engineered a pioneering distributed multi-server job queueing architecture powered by Jabber/XMPP to handle nationwide SMS concurrency in 2004

Empowered election observers with real-time geospatial visualization to track vote counting credibility across provinces (2016)

Provided transparent, machine-readable election return datasets for public researchers and journalists
